The numbers already include the country code (e.g. they start with +20 or 00)

Contacts will be saved as “WhatsApp 001”, “WhatsApp 002”… so you can find and delete them all together afterwards.

Almost there — finish on your phone:

When the share sheet pops up, tap Save to Files → pick Downloads → Save. (Or tap Mail and send it to yourself.)
Open the Files app, go to Downloads, and tap contacts.vcf. Important: open it from Files, not from the Safari download popup — the popup only shows one contact.
It opens as a full list. Tap Add All Contacts at the top, then confirm.
Open WhatsApp → New Group, search “WhatsApp”, add everyone, name the group.
Later: to remove them, open Contacts, search “WhatsApp”, and delete.
